President Trump Signs Lankford Bill Dedicating Guthrie Post Office to Oklahoma Medal of Honor Recipient and Longtime Mail Carrier

WASHINGTON, DC — US Senators James Lankford (R-OK), Markwayne Mullin (R-OK) and US Representatives Stephanie Bice (R-OK), Frank Lucas (R-OK), Tom Cole (R-OK), Kevin Hern (R-OK), and Josh Brecheen (R-OK) secured the passage of S. 2293 designating the post office at 201 West Oklahoma Avenue in Guthrie, Oklahoma, as the “Oscar J. Upham Post Office.” Bice sponsored identical legislation in the US House of Representatives. The designation received unanimous approval in both chambers and was signed by President Donald Trump December 18, 2025.

“It’s been a privilege to lead the Oklahoma delegation in honoring Oscar Upham, an Oklahoman who exemplified service both on the battlefield and here at home in Guthrie,” said Lankford. “His courage in defense of our nation and his lifelong commitment to his community are worthy of commemoration.”

“125 years after receiving the Congressional Medal of Honor, it is humbling to have our great-grandfather Oscar Upham honored this way,” Katharine Hayes said.  “Oscar was just 17 years old when our family came to Guthrie, Oklahoma, on April 22nd, 1889, in the land run. He joined the Marines at 25 and after his historic military service, returned to Guthrie where he served his community in several ways, most notably retiring from the postal service after 34 years. This dedication of the Guthrie Post Office will ensure his legacy of bravery, duty, and love of country lives on for generations to come.” 

Background

Oscar J. Upham was awarded the Congressional Medal of Honor on July 19, 1901, for “extraordinary heroism in action in the presence of the enemy at Peking, China, July 21 to August 17, 1900.” Following his military service, Upham returned to Guthrie, Oklahoma where he served as a mail carrier for more than three decades before passing in 1949.
